RL flare customization commands fix

This weapon.cpp file enables the commands /rlflarecolor, /rlflaresize and /rltrailtime to customize rocket trails.

It also fixes the CG customizations being used for pistol.

rlflarecolor, rlflaresize and rltrailtime have been implemented.
